Sammy Chu, county labor commissioner who got high marks for getting the Operation Step program in place after superstorm Sandy, will add a new title, director of operations. Chu will be in charge of coordinating interdepartmental operations, such as the county's recidivism project and the Connect Long Island transit initiative.
