Mark Fogel has joined Marcum, a Melville accounting firm, as chief human resources officer.
He was vice president of human resources and administration at Leviton Manufacturing in Melville and is a Jericho resident.
Also announced: Gianni Ottaviano was promoted to senior vice president, structured finance at Arbor Realty Trust in Uniondale. He was vice president, structured finance and lives in Massapequa.
