Could the Internet Become Conscious?

Science fiction writer B.C.Bamber has released a paper, asking the question whether the internet could develop a form of artificial intelligence, either by design or organically.

The chances of the internet developing its own consciousness, is rooted in the idea that neuro-science has argued that human consciousness is the sum of all the parts of the brain working together. Given that the internet has billions of parts, would it not be the case that the internet would also develop consciousness, if this is true? It is highly unlikely. However, Bamber argues in his paper that with a little encouragement, investment and applying the right and existing technology we could create a form of internet artificial intelligence.
