THE SCOOP To really appreciate West <a href="/topics//Hempstead,_NY">Hempstead</a>, you have to get off <a href="/topics//Hempstead,_NY">Hempstead</a> Turnpike, says Rosalie Norton, a resident and president of the West <a href="/topics//Hempstead,_NY">Hempstead</a> Community Support Association. "We have beautiful residential areas," Norton says. For instance, the area known as Cathedral Gardens features stately Tudors and Colonials built from the early 1920s to early 1930s, while the Elm-Maple section, with larger parcels make you feel like you are in the country, she adds. And the Dogwood section is dominated by 1940s and 1950s expanded ranches and split-levels. 
 It seems as though many residents are making home improvements. "If you drive around, you notice a lot of homes are being expanded . . . Every other block, you see a Dumpster," says Sharona Beck, a resident and a broker of a real estate agency that bears her name.
