It seems as though many residents are making home improvements. "If you drive around, you notice a lot of homes are being expanded . . . Every other block, you see a Dumpster," says Sharona Beck, a resident and a broker of a real estate agency that bears her name.

The site of the former Courtesy Hotel will be home to an upscale apartment rental complex to open this fall. The four-story building, called West 130, will have 150 units, a clubhouse, fitness center and outdoor pool.
