Brooklyn developer Robert Toussie and a Roslyn Heights mortgage bank have agreed to pay $455,000 to settle a 2001 lawsuit accusing them of conspiring to sell poorly built, overpriced homes to 250 minority homeowners -- most of them on Long Island.
