THE THICK OF IT
SERIES Here's the new Doctor Who. Next year's 12th generation comes in the form of Peter Capaldi -- star of this acclaimed British political satire. Writer Armando Iannucci created HBO's "Veep" after masterminding the UK's equally futile (fictional) ministry of "social affairs and citizenship." Capaldi is its government "enforcer," given to bouts of Billy Joel-lyric quoting and expletive-strewn intimidation.
EXTRAS Creator commentary with "cavalcade of participants," script-to-screen with improv process, episode featurettes, outtakes, etc.
LIST PRICE $80 for 4 seasons on 7 discs, BBC.
 More "Doctor" doings:
DOCTOR WHO: SPEARHEAD FROM SPACE (Blu-ray). Feast your eyes on the first (and probably last) "classic" release in stunningly remastered high-def. That's because Jon Pertwee's 1970 introduction is not only the first story in color but also the only one entirely shot on location on higher-resolution film (when a strike prevented studio videotaping); HD extras include lively new Pertwee portrait, restoration comparison, more; $30 Blu-ray, BBC.
 New out on Tuesday:
BOARDWALK EMPIRE: SEASON 3 Bobby Cannavale elbows into Steve Buscemi's bootlegging biz (Season 4 starts Sept. 8), plus commentaries, recaps, with Blu-ray adding interactive info; $60 DVD/$80 Blu-ray+DVD+ digital, HBO.
REVENGE: SEASON 2 Hamptons scheming gets thicker with plot twists, Jennifer Jason Leigh (Season 3 starts Sept. 29); $46, ABC.
