Tonight the kitchen reopens for full-service dinner (and, tomorrow, for lunch). As you'd expect, The Fishery specializes in seafood — lobster rolls and anything from the raw bar is recommended — but the landlocked have choices, too. 
 The reopening is just in time for the East Rockaway “Stars and Stripes” festival of music, games, rides, food and fireworks which kicks off tonight at 6 p.m. It will run to 11 p.m., from noon to 11 p.m. tomorrow; and noon to 8 p.m. Sunday. It's free admission, but with pay-one-price rides. There will be live music, water rides and vendors. Fireworks tomorrow at 9:30 p.m., with a Sunday rain date. 
 It will be held at the Talfor Boat Basin, at Main and Front streets.
