Man arrested after threats to littering passenger, cops say

A napkin thrown out of a vehicle Thursday ended in the arrest of a Shelter Island Town man who followed the litterer to his home and threatened him, Southampton Town police said.

David M. Navarra, 46, of Shelter Island Heights, was charged with second-degree harassment, a violation that carries a fine and possibly up to 15 days in jail, police said.

He was driving on Mill Road in Noyack just before 7 p.m. and got upset when the passenger in the vehicle ahead of him threw out trash, Sgt. Howard Kalb said. He followed the two men in the vehicle to their home and threatened to physically harm them, police said.

“I believe he told the guys to drive back and pick it up,” Kalb said. “According to the person who threw it out the window, it was a napkin.”

Navarra was released with an appearance ticket. It was not immediately clear if the passenger got a ticket for littering, police said.
