Paul Tonna, executive director of the Suffolk County Village Officials Association, has sharply warned its executive board against endorsing Gov. Andrew M. Cuomo's latest LIPA initiative, declaring in a memo: "I don't trust the man, the proposal, and the promised results."

Tonna said his biggest question is where rate reductions would come from, writing that energy experts and government officials who were "pressured" to back the proposal "have privately articulated grave concerns."

One surprise is that Tonna is Suffolk County Executive Steve Bellone's hand-picked chairman of the county Industrial Development Agency -- and Bellone has endorsed Cuomo's plan for the Long Island Power Authority. -- Rick Brand
