Talk about slow starts.

  Gov. Andrew M. Cuomo’s plan to create tax-free business zones around State University of New York campuses resulted in just 76 jobs in its first year, according to an administration report. Earlier this year, the Cuomo administration said it approved 54 businesses to operate in the so-called “Start Up NY” zones, promising around 2,100 jobs over a five-year period. Twenty-one of those 54 were existing companies.

  In the report, Cuomo economic chief Howard Zemsky said Start up is “establishing a strong foundation and building considerable momentum in just its first year.”

  Legislators are blasting the first-year results. Assemb. Dean Murray (R-East Patchogue) said: “Gimmick programs like Start up NY are just not working.”
