Gov. Andrew M. Cuomo, addressing the Democratic Rural Caucus on Friday, indicated he would use the pro-immigration "Dream Act," campaign finance and women's issues in his upcoming re-election campaign.

But he stopped short of promising to get state lawmakers to act on any of them in the remainder of this legislative session.

In his speech, Cuomo sounded somewhat like he was running against the State Legislature instead of Rob Astorino, the likely Republican candidate.

Cuomo focused on legislators for failing to act but he didn't specifically mention Senate Republicans, who have blocked all three issues.
