Connecticut officials say the Cuomo administration first began in June to try to convince General Electric Co. to move its headquarters across state lines.

Eleven weeks ago, right after Connecticut raised taxes, a state senator told local media he received a call from GE disclosing New York's interest in getting the company to move out of Fairfield. But New York's gambit largely flew under the radar until Gov. Andrew M. Cuomo acknowledged a few days ago that he went to GE on July 30 to put an incentive package on the table. 

Cuomo, a Democrat, didn't detail the offer but said it included "a lot of love." Conn. Gov. Daniel Molloy, also a Democrat, reportedly is preparing a counteroffer.
