Gov. Andrew M. Cuomo thinks holding three primaries in New York this year would be costly and depress voting. But at this point, he doesn't seem likely to get too involved.

New York is slated to hold a presidential primary in April. A federal judge ordered it to move its congressional primaries to June to accommodate military ballots.

Legislative primaries are still set for September, unless the Assembly and Senate agree to change that. Democrats want June 26, Republicans some day in August.

"I don't think the taxpayers want to pay for three elections. I don't think it serves the electoral process well," the governor said. "Who is going to come out? I think you'd have much lower turnout."

He added it's up to the legislature to agree on dates.
