Cuomo watch: Education incentives

Gov. Andrew M. Cuomo says he's accomplished 90 percent of his campaign agenda in just his first year in office. So what does that leave for 2012?

For one, school governance. Apparently.

He hasn't outlined anything yet, but in a radio interview just days ago Cuomo hit on a recurring theme of his: "We want to incentivize performance by the school districts. We just fund process. We give school districts a block grant . . . where they get the same amount whether they are doing great or doing poorly."

It's not clear what performance measures the governor wants. He recently hired a deputy secretary for education and is about a month away from unveiling a 2012 budget. Cuomo has promised a 4 percent education increase but he's dropping hints a policy initiative may be part of the package.-- Yancey Roy
