Nassau OK's 'Blue Envelope Program,' serving as de-escalation tool for police

Nassau lawmakers on Monday moved to implement a new program to support neurodivergent drivers during interactions with police.

The bill to adopt the "Blue Envelope Program," which will provide blue seat belt sleeves to drivers with conditions like autism and dyspraxia, passed 18-0. The seat belt sleeves will also be made available to parents, caregivers and others who regularly transport neurodivergent passengers.

The measure is expected to take effect by March 1, 2027. 

Nassau Legis. Michael Giangregorio (R-Merrick), who co-introduced the bill spoke to legislators on Monday about how the program would help drivers with autism, like his son.

"His blue sash on his seat belt will provide information to the officers and the rescue workers that my son will understand differently, so he can be worked with differently," Giangregorio said.

In a previous statement to Newsday, Giangregorio said that routine interactions like traffic stops "can be especially overwhelming for individuals with autism and other neurodivergent conditions." He added, the program is intended to "help prevent misunderstandings and make these encounters safer and more positive for everyone." 

The Blue Envelope will also give free blue envelopes to neurodivergent drivers to store documents like their driver's license, car registration and insurance records.

For now, drivers can request the envelopes on the New York Sheriff's Association website.

Legis. Patrick Mullaney (R-Long Beach), a lieutenant in the FDNY who co-sponsored the bill, said the program would help emergency responders, too.

"One small piece of information can change the dynamic of any situation very quickly, and that awareness will change how we communicate and de-escalate the situation," Mullaney said Monday.

Nassau County Police Commissioner Patrick Ryder said the new program would be a useful de-escalation tool for officers. "It's a little bit of work for the police department, but we're willing to take that work on," he said.
