'Pay-to-play' bill creates Albany tension

Tensions appear to have escalated between Gov. Andrew M. Cuomo and legislators over a panel he launched to investigate them.

Cuomo says lawmakers would be "making a mistake" to fight subpoenas issued by his Commission to Investigate Public Corruption. Lawmakers, citing separation-of-powers arguments, declined to turn over more information about outside clients than is already required.

Meanwhile, a bill was introduced that would require businesses seeking state agency contracts to disclose campaign contributions to the governor. Sponsors include Sen. Carl Marcellino (R-Syosset) and Assemb. Steven Englebright (D-Setauket). The bill is called "Pay-to-play disclosure reform." Englebright said he's "carrying the bill as a courtesy" to the Senate.
