Richard J. Sheirer of Staten Island, who was director of the New York City Office of Emergency Management when hijacked planes hit the World Trade Center 10 years ago, died en route to work, according to the Staten Island Advance. The paper quotes Beth Hatton from Giuliani Partners, where Sheirer worked after leaving city employment during the Bloomberg administration. He was 65.
