The number of state and local government retirees receiving six-figure pensions has hit an all-time high again, according to a new report Thursday.

  The Empire Center said 2,931 retirees are receiving at least $100,000 in annual pension benefits through the state retirement system. That's up from 2,700 a year ago.

  More than half (1,777) of the six-figure pensions go to retired police and firefighters.

  Teachers weren't included in the report because they are part of a separate retirement system.

  As in previous years, the highest-paid retiree is George M. Philip. The former president of the University at Albany and former head of the state Teachers Retirement System was slated to receive $261,649 in pension benefits in the 2014-15 fiscal year.
