In his soon to be released state budget, Gov. Andrew M. Cuomo will tie increases in aid to local schools with a plan to upgrade teacher evaluations, sources said.

Cuomo is slated to unveil his budget Tuesday. The governor and lawmakers have previously agreed to increase overall education spending by 4 percent.

But the governor is looking to link that increase to a new teacher evaluation system, according to legislative sources.

Cuomo officials did not confirm or deny any budget details.

New York has been warned it could lose federal aid if it didn’t revamp its teacher evaluation process.

Cuomo has called for changes and has decried school governance as “the most intractable” issue he faces.
