In baseball parlance, the Levy administration made an unexpected "double switch" last week of two top fiscal aides. Deputy County Executive for Finance Connie Corso, who earned $156,444 a year, took a demotion "for health reasons" to her former budget director post for $1,320 less, gaining the protection of a competitive civil service job. Budget Director Eric Naughtonreplaced Corso, for a pay boost to her old salary. Hired on a provisional basis as budget director, he was to take a competitive test to keep the job. The test is no longer needed because he is moving to an exempt post. -- Rick Brand
