By DAN JANISON. Suffolk Executive Steve Levy last week held a press teleconference with Ed Koch, ex-New York City mayor; Legislative Majority Leader Jon Cooper, and Blair Horner of the New York Public Interest Research Group to mark the coming establishment of the county's nonpartisan reapportionment panel for county legislative districts. But the bipartisan process to name this first-in-New York commission is running a bit late. Cooper (D-Huntington) said he has nominees in hand, but awaits coordinating appointments with the GOP, which still must replace ex-Minority Leader Dan Losquadro, now an assemblyman. - Dan Janison
