New York State wants some homeowners to repay money they got to rebuild after Superstorm Sandy

More than a decade after Superstorm Sandy, New York Rising, the state agency created to help rebuild homes ravaged by the storm, is asking some residents to return the money awarded them after their reconstruction projects were unsuccessful.
