Inspector general's recommendations for LIRR

The MTA inspector general's recommendations for the LIRR after the Sept. 29 lightning strike that crippled the system and stranded passengers for hours during the evening rush:
1. Before installing any modifications affecting any signal design, the LIRR should confirm with the designer that the modifications are compatible with the system.
2. The LIRR should make the quality control/quality assurance function independent of the departments involved in detection system construction or installation.
3. Each signal hut must have essential replacement parts.
4. The LIRR and the lightning detection system design company must properly train LIRR personnel and provide complete documentation to quickly resolve emergencies.
5. LIRR management must maintain, manage and use support services provided by the system designer.
6. MTA's independent engineering consultant should review changes and upgrades to make sure they are being undertaken to provide the appropriate level of lightning protection.
7. The LIRR must determine how many additional staff are needed at its major hubs to improve customer assistance and develop a cost-efficient plan to add staff when needed.
8. The LIRR should refine it protocols to improve getting information to passengers on stranded trains regarding why they're stopped, steps being taken to resolve the stop and progress being made.
