Editorial: A good start on school budgets

The success of New York's cap on property tax is resoundingly clear in school budgets proposed for 2014-15. Most districts will stay below the 2 percent maximum hike.
On Long Island, most school districts have filed their budgets with the state Comptroller's Office with only six asking residents to "bust the cap." Doing so requires a 60 percent vote. Another eight districts have yet to reveal their budgets.
This is the first time in four decades school budget increases have been so low. It's a good start.
