Editorial: A sensible move on federal borrowing

Three -- That's how many months Republicans in the House of Representatives say they'll extend the federal government's borrowing, avoiding a default on the nation's $16-trillion debt. In exchange, they demand that Senate Democrats pass a federal budget during that span, something the Senate has not done since 2009. Under pressure even from many conservatives, House Republicans were wise to back off on the debt ceiling and set up an orderly discussion of how to rein in spending. And yes, the Senate should pass a budget.
