103 -- That's the number of generators missing from the total of 811 the state Division of Homeland Security & Emergency Services bought for Long Island, Westchester and Rockland after superstorm Sandy. An audit by state Comptroller Thomas DiNapoli says LED lights and heaters are also unaccounted for. But who was accountable for them? The disturbing news points to a bigger issue: Sandy recovery is bringing in billions of dollars. We need stern, watchful eyes to assure that the federal aid goes where it's supposed to.
