Editorial: 112th Congress retreats to the shadows

This week will mark a sorry end for the sad 112th Congress. True to form, this very unpopular Congress is poised to do its least before leaving town until after the November election. It will authorize enough spending to keep the government running for the first six months of the 2013 fiscal year that begins Oct. 1.
The House of Representatives approved a continuing resolution Thursday that will hold spending essentially at 2012 levels. The Senate is expected to follow suit this week. That would avoid another round of budget brinkmanship. But the nation is barreling toward what's been described as a "fiscal cliff" of automatic tax hikes and spending cuts in January that nonpartisan budget experts predict will squelch the recovery and dump the economy back into recession.
