Editorial: Keeping nonprofits aboveboard

Good news on nonprofits: Albany is moving on two fronts to make sure charities benefit the people of New York rather than insiders.

First, Gov. Andrew M. Cuomo has come out with proposed regulations limiting executive pay at state-funded charities that meet certain requirements. The limit of $199,000 wouldn't be hard and fast -- that's impractical, given how much a good hospital executive costs -- but the state will have the ability to uphold it where warranted.

Meanwhile, state Sens. Carl Marcellino (R-Syosset) and Michael Ranzenhofer (R-Amherst) have introduced legislation proposed by Attorney General Eric Schneiderman that would overhaul the state's outdated laws on charities to eliminate red tape, toughen requirements for board members and give the state better enforcement powers.
