It seems that with issues or bills that Gov. Andrew M. Cuomo wants passed, without interference, he uses the same legal maneuver, the "message of necessity .
Cuomo holds out until the deadline, so legislators and the public won't have three days of review.
He pulled the same tactic when he wanted to push through his draconian gun law two years ago.
