Letter: First, fix the tracks at Penn Station

Who decided that Penn Station needs an overhaul — and $1.6 billion worth at that [“ ‘Magnificent’ new digs for LIRR,” News, Sept. 28]? There is nothing wrong with the current station; it’s the tracks that need to be repaired.
