Letter: Holes in plan for new diploma

In "New type of diploma" [News, June 18], you say a small core of students with disabilities will be able to earn occupational training certificates by creating a portfolio to show entry-level skills to employers. These students will be competing for jobs with disabled people who were allowed to take Regents competency tests for regular diplomas.
Instead of meaningless certificates, why not require entrance exams for high school to ensure basic skills for all students?
