Put teeth into Gov. Cuomo’s plan for free college tuition

Gov. Andrew M. Cuomo has a good idea in proposing tuition-free college educations, but the structure is flawed [“SUNY chancellor backs Excelsior plan,” News, Feb. 24]. It looks like another handout.

The program needs teeth. Require students to repay money if they don’t graduate or don’t graduate on time. I suggest they reimburse the state 10 percent a year after graduation.

Also, don’t allow debt to be discharged in personal bankruptcy.
