McMahon, a senior fellow at the Manhattan Institute and its Albany-based Empire Center for New York State Policy, argues that Gov. Andrew M. Cuomo's commission studying the high cost of New York State's public schools should steer clear of district reorganization, rather than touch off a big political fight over relatively small potential savings.

Instead, he says, costs of spending on programs mandated by, but not funded by Albany, drive up local school taxes.
