The complex challenges facing New York require state legislators willing to boldly take them on. 
Voices from all parties and in both chambers will need to be heard. There is little doubt the Democrats will still control the Assembly after Election Day, but the Long Island delegation will still be predominantly Republican. 
Speaker Carl Heastie, who assumed leadership early in the last term after Sheldon Silver was indicted on corruption charges, should encourage bipartisanship by allowing Republican bills to come to the floor for votes. That will be especially important if Democrats succeed in taking control of the State Senate, too. Good ideas are good ideas, no matter which party conceived them. 
Heastie gets credit for visiting the districts of Long Island legislators and showing interest in our region’s most pressing issues, such as education and the environment. We hope he stays involved. 
There are 22 Assembly districts in Nassau and Suffolk. Many of them are drawn to favor one party. Voters, however, should judge candidates by their stands on these issues: 
Ethics. Passing a pension forfeiture bill for officials convicted of public corruption was a start. As a constitutional amendment, it needs to be approved again in the next session. But there’s much more to do. Limiting or banning outside income should be the price lawmakers pay for getting a raise in salary. Term limits on Assembly leadership are a good idea, as is closing a loophole that lets secretive limited liability companies make large campaign contributions. So is cracking down on the ability of super PACs to influence elections with their massive pots of dark money. 
Environment. The region has a strong leader here in environmental conservation committee chairman Democrat Steven Englebright, and Republican Joseph Saladino has done good work on the Grumman and Navy plume. With water quality and sea level rise critical to Long Island’s future, our delegation must make sure this remains a strong bipartisan focus. Climate change deniers should be shown the door. 
Tax cap. It’s working, and it should stay intact. Beware of legislators who want to help school districts and municipalities struggling with the cap and propose to tweak it, especially by creating exemptions for costs like salaries. The cap has reined in spending, and will continue to force more cuts and efficiencies. So the pressure to find escape hatches will increase. With Long Island’s still-sluggish economy, this is no time to loosen that control. 
Ballot access and voting law reform. Political parties wanting to stop outsiders with fresh ideas tightly control the nuts and bolts of getting on the ballot. Those laws must be loosened. And we have to make voting simpler — by making it easier to register to vote and easier to switch parties, and by extending voting from one day in November to a few more. More participation means a stronger democracy. And this year we had three primaries, in April, June and September. One election is enough. 
There are other important questions voters should be asking their legislative candidates. 
How can we get better educational results for the enormous amount in taxes we pay? The answer cannot be simply to give school districts more money. 
What are your plans for state spending given growing concerns that tax revenues and money from bank settlements will not continue to rise? 
How can we make sure state investment dollars are spent wisely, especially in the wake of recent indictments in upstate revitalization efforts? 
Do you support big infrastructure projects like the third track for the Main Line of the Long Island Rail Road and more sewers in Suffolk, projects that offer great benefits to all of us? 
All elections are important. With the economy stagnant, education in flux and the environment in peril, smart and principled leadership is at a premium. Ask questions, and vote wisely.

Fred W. Thiele Jr. is an activist lawmaker who has proven without doubt his value to the East End during his 21 years in this office. The 63-year-old lawyer from Sag Harbor is an Independence Party member who caucuses with the Democrats. 
Thiele is a strong voice for accountability in Albany. He would limit outside income if lawmakers received a pay raise, but he wants legislators to vote on this. He believes they should work year-round to avoid cramming through ill-prepared bills in the final days of June. 
Thiele favors referendums on whether Suffolk County should impose a usage fee to protect water quality, as well as on a statewide environmental bond act. 
Republican challenger Heather C. Collins, 38, of East Quogue, is running for the second time but is not qualified for the job.

Anthony Palumbo, 46, is seeking a third term, having demonstrated he has a strong voice as a member of the minority caucus on matters involving the justice system. 
Palumbo worked across party lines to authorize and budget for 20 additional judges statewide in Family Court, which was understaffed. To strengthen ethics, he would close the LLC loophole that provides wealthy donors an end-run around contribution limits. 
The New Suffolk Republican has been responsive to local issues, including the addition of Long Island Rail Road service to the busy North Fork. He favors creating a Long Island coastal commission to coordinate among localities. 
Democrat Michael Conroy, 57, of Manorville, is not actively campaigning.

Republican Dean Murray, the incumbent from East Patchogue, made progress for his South Shore district in this term by supporting laws to eliminate zombie homes and tackle the epidemic of heroin and opioid abuse, while pushing for more regulation of mulch facilities in his district. 
The 52-year-old pet-magazine publisher made his biggest mark, however, by sponsoring a bill to legalize and regulate internet fantasy-sports betting after websites were shut down by the state attorney general. The law offers protections to players and is projected to bring in $4 million in new state revenue. Murray should use his fan interest in gaming to keep an eye on the state’s expanding gambling business. 
Democratic candidate Gregory Schoen, 30, of East Patchogue, is not actively campaigning.

Democrat Steven Englebright, always a conscientious and effective representative for his district, has emerged as the leading environmental voice in the Assembly. It’s a much-needed one.
As chairman of the environmental conservation committee, Englebright, 70, of Setauket, convened joint hearings with the Senate upstate and on Long Island on water-quality issues, got a bill passed to study ocean acidification, and formed a working group on climate change that held hearings on its impact on New York.
His Republican opponent, attorney Steven Weissbard, 52, of Stony Brook, has great energy but is a climate-change denier.
Englebright supports Suffolk County’s idea for a public referendum to institute a water-usage fee to reduce nitrogen in Long Island’s waters. We expect him to use his knowledge and experience to help shepherd a good plan to reality.

Many elected officials want to claim credit for the package of heroin legislation passed in Albany this year. Republican Al Graf, 58, of Holbrook, seeking his fourth term in the Assembly, is one who deserves the recognition.
He sat on the Assembly Minority Task Force on Heroin Addiction &amp; Community Response, helping lead the conversation about the epidemic and craft proposals to address it.
Graf’s experience as a New York City cop, a town supervisor in the Adirondacks and a teacher prepared him well for the role. 
He faces Democrat Deborah Slinkowsky, 60, of Holbrook, a county social services employee whom Graf beat two years ago. She is a spirited fighter for more funding for local schools, but can’t match Graf’s broad grasp of the issues.
There’s plenty yet to do on heroin, and Graf’s focus there will continue to serve the state and the district well.

Republican Andrew Garbarino, 32, of Sayville, is a steady advocate for ethics reform in Albany as he runs for a third term.
Garbarino wanted to strip pensions from all public employees, not just top officials, if they commit felonies connected to their jobs. He favors eight-year term limits for legislative leaders and committee chairs. Most important, he’s passionate about sewers in a district that badly needs them. Working with town and county officials, Garbarino pushed for Suffolk County to fund a plan for sewers in low-lying areas along the Great South Bay and for economic development around MacArthur Airport. 
Democrat Nicholas Gambini, 22, of Holbrook, is a new face with good ideas, such as opening up the political process through public campaign financing and open primaries. He’s right, and we hope he will continue to be involved.

When Michael Fitzpatrick talks about fixing the high cost of living, you know what you’re going to hear: mandate relief.
 Fitzpatrick, 59, seeks to reform the Triborough amendment to stop step pay increases among public workers while expired contracts are negotiated, to cap binding arbitration at 2 percent, and to create a defined-contribution option for the state pension system.
Fitzpatrick’s steadfast voice in Albany is important, but even he admits he’s alone in talking about fiscal reform. After 14 years, the St. James Republican has to do more to persuade colleagues to address these issues.
Democrat Richard Macellaro, 64, of Kings Park, is a retired home-care administrator and local activist. He wants to consolidate school districts and mandate that there be a master land use plan for every town. He’s dedicated, but lacks the specific knowledge of issues critical to New York’s future.

Massapequa Republican Joseph Saladino, 54, is certainly tenacious, and that has made him the strongest advocate among local legislators on containing the toxic plumes spreading from the former Northrop Grumman site in Bethpage. 
He alone is not going to get this accomplished, but he won’t stop talking about it — and his agressive and creative approach has forced everybody’s hands. 
Saladino rounded up 130 Assembly members to persuade the governor to release a consultant’s report on the plume. Saladino’s call for underground piping to pump contaminated water to a treatment facility has merit. 
Brendan Cunningham, 23, is a West Babylon Democrat and communications aide for the Town of Babylon. His youthful passion about public service is winning, and he’s smartly learning the issues by knocking on doors and talking with voters. He has a future in public service.

Chad Lupinacci talks about holding down property taxes and trumpets the need for ethics reform. He’s particularly passionate on higher education and student debt, and he suggests providing tax rebates or credits to students who stay locally after graduation. 
Lupinacci, 37, a Republican from South Huntington, is completing his second term in the Assembly after serving on his local school board. He understands education issues but hasn’t figured out yet how to tie accountability to getting better results for students. 
In a likely third term, it’s time for him to get serious in advocating for the things he cares about, rather than just saying the right thing. 
Huntington Democrat Edwin Perez, 59, owns a consulting business. When asked what he would do differently from his competitor, Perez said he could be more effective because he’d be in the majority party. That’s not enough.

In her first term, Democrat Kimberly Jean-Pierre of Wyandanch delivered for her district by sponsoring property-tax relief for Sandy victims, and supporting tougher laws on zombie homes. She brought home $4.5 million in capital funds for local needs. That includes $1 million she sought from the Assembly speaker to match other state and federal funding pledges for a microbrewery incubator in Copiague. 
Republican Shawn Cullinane, 63, is Lindenhurst Village clerk and treasurer. He has a deep knowledge of the area and sincere concern about ending corruption and helping Sandy victims. 
While Jean-Pierre, 32, is still finding her footing in the capital, she has already shown skill at producing for her district. 
In a new term, we’d like to see her demand better results from underperforming local public schools as she tries to increase education funding and understand Albany’s complex aid formulas.

When it comes to cleaning up Albany, East Northport Republican Andrew Raia’s hard line on ethics is worthy of applause. 
Many legislators say they want change, but get iffy on specifics. Raia, 48, would demand lawmakers vote on any pay raises for themselves, and he opposes raises unless outside income is banned. He’d strengthen pension forfeiture for convicted officials, ban the use of campaign donations for criminal defense, and end a donation loophole that accounts for so much of the cash that buys influence in Albany. 
Northport Democrat Spencer Rumsey, 63, a journalist, says he’s a “grass-roots candidate” who will fight for the environment. He argues he could do more for the district than Raia, but he doesn’t have a lot of specifics about policies he wants to fight for and doesn’t make a compelling case to turn out the veteran legislator.

In describing his district’s changing needs, demographics and challenges, Democrat Charles Lavine of Glen Cove highlights environmental protection issues, along with the need for economic development, affordable housing and job creation. He points to the mixed-use Garvies Point project in Glen Cove as particularly important. 
Lavine, 69, has long advocated for ethics reform, and his attention took center stage in 2016, as he backed a full-time legislature and a ban on outside income. He also proposed a bill to bring in a state fiscal monitor to oversee the Town of Oyster Bay. That’s something he should make happen.
Republican Jeffrey Vitale, 32, is a Sea Cliff resident and a grant administrator for Oyster Bay. He opposes Garvies Point and said he thinks Oyster Bay personnel could “monitor ourselves.”

After 16 years, David McDonough’s network in the district runs deep. The 79-year-old Merrick Republican involves his community in confronting problems and connects his constituents with power brokers.
McDonough organized a meeting between members of the Islamic Center of Long Island and law enforcement officials including the FBI and Secret Service. Opening these lines of communication can only be helpful. He wants term limits on Assembly leadership positions and, given public cynicism about Albany, won’t vote for a raise for lawmakers.
Democrat Michael Reid, 54, of Merrick, is a retired paramedic and a director with the state firemen’s association. He has good ideas, such as 10-year term limits for lawmakers so they can groom the next generation. But there’s no good reason to turn out McDonough.

Republican Michael Montesano, seeking his fourth term in Albany, says he is focused on fighting to fund more services for disabled children and adults, as well as senior citizens. 
He supported pension forfeiture for convicted officials, and says he will continue to fight to strengthen those penalties. And Montesano, 62, of Glen Head, wants to see term limits instituted in his chamber for leadership positions, as they are in the Senate. 
Glen Head Democrat Dean Hart, a retired optometrist and businessman, says he would donate his salary to charity and says the first priorities must be dealing with the corruption in Albany and lowering taxes, but he has no particular solutions to these thorny issues. Hart, 58, says that because he is not a politician, he would bring a different perspective to Albany, but it’s not clear exactly what that would be.

Incumbent Michelle Schimel’s decision not to run opened up this North Shore seat. Vying for it are Democrat Anthony D’Urso and Republican Matthew Varvaro, both of Port Washington. D’Urso, 77, a former North Hempstead Town councilman, spent the last decade doing humanitarian work. Varvaro, 25, most recently worked on former Gov. George Pataki’s presidential campaign. 
Varvaro advocates ethics reform for state lawmakers and tying testing to teacher evaluations in schools. He emphasizes the need to further address the heroin epidemic and environmental issues like water quality.
Varvaro demonstrates an understanding of state and district issues, and a passion for working on them. D’Urso lacks a grasp of the basics of the property tax cap, the importance of infrastructure improvements and the impact heroin is having.

As the third-ranking Republican, Thomas McKevitt, 45, serves as a good counterweight to the Democratic majority in the Assembly. In this position, the East Meadow attorney decides which bills to debate and presents his party’s stance.
McKevitt would limit the terms of Assembly leaders to four or eight years. The turnover of the speaker’s gavel to Assemb. Carl Heastie has led to only cosmetic changes, McKevitt says. He proposes bringing a bill to the floor when it has 76 co-sponsors — a simple majority. Also, each member should have the right to bring one substantive bill to the floor at least once per session. He says a salary increase for lawmakers would be too unpopular so he would vote against it and he would limit outside income to 15 percent. In response to the lack of affordable housing on Long Island, McKevitt says he would consider expanding a tax-incentive program statewide for developers who build this type of housing.
Democrat Matthew Malin, 24, of Seaford, is making his second run for office. He ran for the Nassau County Legislature last year. He’s serious and affable. Malin would focus on corruption and campaign finance reform to make it easier for younger candidates to put up a fair fight. He should stay involved in public life but offers no reason to replace his opponent.

Cornelius Todd Smith, 47, a Republican banker from Lakeview, is active in his district. He teaches financial literacy to youngsters, serves as a mentor, and works with entrepreneurs of all ages to help them start businesses in the area’s many vacant buildings. His passion for his community is palpable.
That’s more than can be said for his opponent, Democrat Earlene Hooper, who is seeking her 25th term. As the Assembly’s deputy speaker, Hooper, 77, of Hempstead, should be a powerful representative of her district, but she is not much of a presence there and often is an obstacle to progress in Albany. Her most notable accomplishment in this term was again leading all state legislators in travel expenses.
Smith, whose job involves working with owners of businesses of all sizes, helping them to incorporate and assisting them with their accounts, wants to put that experience to use in the district to help attract what he calls “reputable” companies that would create jobs and pay taxes. He says he’s getting little help from his party, which routinely concedes the seat to Hooper. That’s a shame.
Smith admits he has lots to learn about government, but Hooper has no such excuse for her poor performance. Smith ran against Hooper in 2014 and says he’ll keep running until he wins.

Edward Ra, 35, has steadily grown during his six years in Albany. A Republican from Garden City South, he is the ranking minority member of the chamber’s education committee. Now it’s time for him to become a forceful voice on other important issues he cares about — like ethics.
Ra says this year’s progress, highlighted by a pension forfeiture bill for those convicted of official corruption, was good but not enough. He favors term limits on leadership positions and a cap on outside income, and would consider public campaign financing if it’s the right plan. We challenge him to devise one. But his skepticism about the Long Island Rail Road’s third-track proposal is disappointing and wrongheaded considering the economic boon it would be for the region.
For the third straight time, Ra’s opponent is Democrat Gary Port, 54, of West Hempstead. Port is an attorney with a family law practice and is a retired lieutenant colonel in the Army Reserve. He, too, takes a tough stance on corruption, favoring term limits on legislators to avoid what he calls the “entitlement of elected officials” who, because of demographics and party-line voting, have seats in Albany for life. Also like Ra, Port is wary of the third-track project. But Ra’s experience makes him the better choice.

Open seats are a rarity on Long Island, and this one pits a Long Beach City Council member against a political outsider with a compelling back story.
Democrat Anthony Eramo, 42, has served three years on the council. He knows the issues. As the political director for a major private-sector union, he sees those issues through a union lens. That’s a problem when it comes to the state property tax cap, which Eramo argues should have an exemption for fixed costs such as salaries, the major driver of rising budgets.
Opponent Melissa Miller, 52, of Atlantic Beach, is a stay-at-home mother of a special-needs child. Known for her advocacy for her 16-year-old son and other special-needs children, she says she has learned a lot about education, health care and government from navigating those battles. Continuing the fight for greater accessibility for disabled people and better programs for disabled children transitioning into adulthood would be among her priorities. Miller, who once worked as a medical assistant in a pediatrician’s office, also was active in the drive to legalize medical marijuana, which greatly reduced her son’s seizures.
Miller, who has strong positions on curbing public corruption, admits that she has more to learn. But she would bring a fresh perspective and strong voice to Albany on behalf of people with special needs.

Brian Curran’s experience in local government infuses his fine constituent service here and in Albany. 
The former Lynbrook mayor is focused on unraveling the Hempstead Town Industrial Development Agency’s bad decision to give a big tax break to the Green Acres shopping mall, which is now costing homeowners in three school districts a bundle of cash. The Republican should go even further and push for legislation that would make these agencies more accountable and put limits on their reach.
Curran, 47, is a member of the Assembly Ethics Committee long criticized as toothless. While it has jurisdiction to investigate complaints about the conduct of members, such as harassing employees or discrimination, it cannot propose any bills that would change the rules. Still, Curran acknowledges that there is more it can do, including working more closely with other state oversight groups to address member misconduct.
While Curran understands the pressure the tax cap has put on schools and villages, his seeming willingness to make exceptions to it is misguided.
Democrat Travis Bourgeois, 31, of Baldwin, is a paralegal who works for the Nassau County Board of Elections. This is his first run for elected office, and his understanding of complex issues is limited.

Democrat Michaelle Solages is a hardworking advocate for her community and continues to mature as a state legislator. A lifelong Elmont resident, Solages, 31, is seeking a third term. As a lawmaker who takes Amtrak to work in Albany, Solages has demonstrated a working-class sensibility that makes her representative and responsive to the needs of her constituents. 
She is open to the Long Island Rail Road third-track project, but doesn’t want the state to steamroll the communities affected, preferring that those areas get more information and have more of a say in the rollout. The Floral Park station, she says, should be accessible to people with disabilities. In response to outrage over the Hempstead Industrial Development Agency’s tax break for the Green Acres Mall, she wants to hold the IDA more accountable to taxpayers. As a member of the Committee on Racing and Wagering, Solages is developing an informed voice on development at Belmont Park, favoring a full-service train station and more parking, as well as winter and nighttime racing. 
Solages faces Republican Robert Bogle of Valley Stream, a 24-year-old law clerk at an insurance firm. He does not see a long-term gain from the third-track project, and he opposes development at Belmont other than a mall. His voice can be an important one for his generation, but he is too inexperienced right now.
