Airlines violate rules on tarmac delays

Four planes were stuck on the tarmac for more than three hours in April, the same number as a year ago when a rule limiting lengthy tarmac delays went into effect. The government said U.S. airlines violated the rule 20 times in the past year, but no airline has been fined. -- AP
