ABBA EBAN, by Asaf Siniver. A biography of the South African-born Israeli statesman (1915-2002) who served as Israel’s first representative to the United Nations and later deputy prime minister (among other posts) before being ousted from the Labor Party. Siniver argues that while Eban was embraced as sophisticated and reasonable abroad, Israelis perceived him as elitist and foreign. (Overlook, $40)
