For Justin Bieber, it’s apparently never too late to say “Sorry.” Less than two years ago, the 22-year-old was a global punchline for his odd run-ins with the law and assorted tabloid-ready behavior. Now, thanks to loads of apologies and some of the most irresistible pop songs he’s ever had, The Biebs is back and bigger than ever, with a hit-filled album, “Purpose,” a string of three No. 1 singles, and a massive world tour that arrives at Brooklyn’s Barclays Center this week. “I just need one more shot at second chances,” he sings.
