By JANE GOTTLIEB. ALBANY - One year after Richard Bailey was shot and killed on a residential Albany street, former classmates and officials at the University at Albany gathered Wednesday to remember the 22-year-old Wantagh man.. In a brief ceremony outside the university police office, school officials also awarded a $1,000 scholarship in his name to another student planning to enter law enforcement.. Those who spoke used the occasion to stress the importance of keeping Bailey's name alive at the university, along with the issue of student safety. "I know that this has made a major difference in helping us make safety a top priority," said President George Philip, standing before a boxwood tree planted in honor of Bailey, who authorities believe was killed in a robbery attempt.. Bailey's parents, James and Lisa Bailey, have been a frequent presence in Albany, but university officials said the couple was observing the anniversary of Richard's death at home.. Philip awarded the first Richard Bailey Memorial Scholarship to Samuel DeWitt, 24, of Wallkill, a senior pursuing a dual bachelor's and master's degree in criminal justice.. Student Association president Joshua Sussman, a senior from Roslyn Heights, said it was the first loss he'd ever experienced.. "This could have been any of us," Sussman said, calling on the university to continue making student safety a priority.
