The Town Board of Oyster Bay on Dec. 17 amended its 2014 and 2013 budgets regarding town employees. But while council members approved resolutions referring to procedures to amend "grades, salaries and titles as required and requested by department heads," the specifics are contained in a separate document -- which they haven't released.

Oyster Bay spokeswoman Marta Kane said Deputy Town Supervisor Leonard Genova needed to review the document first. Robert Freeman, of the state Committee on Open Government, said under the circumstances "the town is being unnecessarily resistant." Genova urged a reporter to file a written freedom-of-information law request. -- Ted Phillips
