Developer to pay $207,000 for parking at Glen Cove’s Village Square

The Glen Cove City Council Tuesday night unanimously approved allowing developer RXR Realty to use 69 spots in the city-owned Brewster Street garage to meet zoning requirements for parking at its planned Village Square apartment and retail complex next to the garage.

Uniondale-based RXR will pay the city a one-time fee of $207,000 for use of those 69 spaces, which, added to the 171 on-site spots at Village Square, will meet the 240-space obligation for the building.

A 2012 law allows the $3,000-per-space “payment in lieu of parking” for buildings within 500 feet of one of the two municipal garages, city attorney Charles McQuair said.

Resident Dave Nieri, 67, said the payment isn’t enough.

“I think there should be an annual rental fee,” he said.

Mayor Reginald Spinello said a proposed monthly rental fee of $65 per space per month — with a 2 percent increase each year — will be voted on in a future meeting. That fee, for the 69 spaces plus six others, would pay for assigned spots in the garage for Village Square tenants. The $207,000 payment does not guarantee specific spots.

RXR is finishing demolition on the current Village Square, which included four office and retail buildings, and expects to begin construction by the end of the year on the new four-to-five story building, said Frank Haftel, first vice president of RXR.

The project includes 146 apartments, retail space on the ground level, and a 16,000-square-foot plaza to be deeded to the city for concerts, holiday celebrations and other events.
