Amid cheers and a few boos, Donald Trump Wednesday called for construction to start on his long-stalled Trump on the Ocean restaurant and catering facility at Jones Beach.

Trump spoke during a rally near the Central Mall flagpole on the Jones Beach boardwalk. If the $25 million project proceeds, it would create 500 permanent jobs, he said.

"New York State is one of the most unfriendly states in this county" for businesses and job creation, Trump said. "We will do a beautiful job if they want us to do it."

More than 300 people, mostly supporters, showed up at the noon rally organized by the Alliance to Revitalize Jones Beach.

"For far too long, this county has been stagnant," said Rafe Lieber of Plainview, founder of the group and the chief of staff for former state Sen. Craig Johnson (D-Port Washington). The group claims to have no ties to Trump.

But John Moore, 62, of Farmingdale, who carried a "Dump Trump" sign during the rally, said, "It is a facade that [Trump] will create local jobs."

The Jones Beach project remains nothing more than a hole in the ground five years after the state signed a lease with Trump. The plan has been stalled by lawsuits and appeals by Trump and the state over his attempt to get permits to build a structure with a basement in a flood zone.

"The events of three weeks ago -- the restaurant location was washed over by floodwaters during Hurricane Irene -- underscores the state's belief that the facility design must meet building safety requirements for new construction in sensitive, flood-prone locations," state parks department spokesman Peter Brancato said in a statement.

In June, Trump lost his final appeal seeking $500 million in damages from the state for the delays. Two other cases are pending.
