Hicksville man on 'Most Wanted' list

A Hicksville man who authorities said fled to Haiti to avoid prosecution on health care fraud charges has made it onto a federal "Ten Most Wanted" list.

Suspect Etienne Allonce was indicted in 2007 on charges of violating federal health information privacy laws in connection with a Medicare and Medicaid fraud scheme.

Here's how the scam worked, according to the office of the inspector general of the U.S. Department of Health and Human Services:

Allonce's company, Medical Solutions Management Inc., was a durable medical equipment company operating out of Hicksville. Tri-State Surgical Supply, a separate company that was victimized in the fraud, had a contract with numerous nursing homes in Long Island, Queens and Brooklyn, to provide Medicare and Medicaid-covered supplies to residents.

Allonce's employees posed as subcontractors for Tri-State to gain access to several nursing homes. Once they entered the nursing homes under false pretenses, the Allonce employees got access to medical charts for residents who require specialized wound care.

Allonce's company then "billed Medicare Part B and/or and Medicaid for wound care supplies that were never ordered or provided."

Allonce's employees also stole original documents containing private health information from medical charts in facilities to make fraudulent charts to legitimize their medical billings.
