Nassau County Executive Edward Mangano is delivering his second State of the County address to the Nassau County Legislature Monday night at Gold Coast Studios in Bethpage.
The speech is being broadcast live on News 12 Long Island and FiOS1.
Mangano was expected to describe proposed cuts in spending and services, as well as layoffs, aides said. He will tout accomplishments of his first year in office, including ending 2010 with a surplus after starting the year with a $133 million deficit.
Sources say Mangano will discuss the tough decisions he and Republican legislators have made over the past year to achieve spending cuts of more than $171 million. Accomplishments he may cite include labor savings and reducing the workforce to historically low levels while continuing to provide critical services.
The Nassau Interim Finance Authority, a state fiscal watchdog, has imposed financial controls after determining the county's 2011 budget had a $176 million deficit.
While Mangano says his $2.6 billion budget was balanced, NIFA required him to put together a new one.
