Nassau County lawmakers Monday night approved an agreement with the New York Islanders that calls for the team to invest $5.1 million to turn part of Cantiague Park in Hicksville into practice and office space.

The county legislature's Rules Committee voted unanimously to authorize a permit agreement between Nassau and the Islanders -- which County Executive Edward Mangano has said will ensure that the Brooklyn-bound team retains its ties to Long Island.

The Islanders, who played their last game at the Nassau Coliseum in April, must hold regular open practices and autograph sessions at the park's renovated, expanded skating rink, according to the deal.

For granting the team a 10-year license, with the mutual option for two 5-year renewals, Nassau receives at least $200,000 a year in fees and revenues.

The bulk of the team's investment, $4.5 million, will come from funds it had paid Nassau years ago in connection with the team's failed redevelopment of the Coliseum and its surrounding land.

Because the project also calls for the construction of offices, some lawmakers asked if it was a misuse of public parkland in violation of state law. County officials said the deal is legal because the public still will have use of the space, which also includes an indoor turf field.

Also Monday, lawmakers approved a $97.4 million contract to harden the electrical system at Bay Park Sewage Treatment plant in East Rockaway, which was flooded with more than 9 feet of water during superstorm Sandy in 2012.

The contract, funded with state and federal money, is the county's largest storm recovery contract to date. The work will go to Bana Electric Corp., of Farmingdale; Peter Scalamandre & Sons Inc., of Freeport, and R.J. Industries Inc., of Plainview.
