Reward offered for person who drowned dog with cinder block in canal

The deceased dog found chained to a concrete block in a West Islip canal apparently died by drowning, officials said Sunday.
Roy Gross, chief of the Suffolk County Society for the Prevention of Cruelty to Animals said a necropsy performed on the approximately 7-year-old female brown and tan colored Rottweiler mix "found changes in the lungs consistent with drowning."
In a statement announcing a $3,000 reward funded by the Suffolk County SPCA and the New York State Humane Association for information in the case, Gross said it was "unconscionable to believe that anyone could commit such a heinous act of animal cruelty."
The pair of animal advocacy groups offered the reward in exchange for information leading to the arrest and conviction of whomever was responsible for the dog's death.
A resident of Secatogue Lane East in West Islip found the dog floating in a canal behind his home about 10 a.m. Thursday. The dog, who was chained by the neck to a cinder block, was removed from the water by Town of Islip Animal Shelter employees. The Suffolk County SPCA transported the dog to a veterinary clinic, where the necropsy was performed.
