Gov. Andrew M. Cuomo's proposal to create a Tier VI pension plan is needed ["Cuomo pension plan faces tough opposition," News, June 8]. The Civil Service Employees Association would have you believe it is unfair to union members. The simple fact is, this proposal is for future employees who would sign on knowing full well what their retirement benefits are. It does not take anything away from current employees.

The CSEA is putting a burden on the taxpayers for nonexistent union members who are not even working yet.
