Clean cars of snow, and enforce new rule

I applaud Legis. Jon Cooper's (D-Lloyd Harbor) bill that would make it illegal to drive a motor vehicle that has not been properly cleaned of its accumulation of snow and ice ["That's snow way to drive, News, Jan. 14]. However, a law is only as good as the ability or willingness to enforce it.
Unless police are going to actually issue a summons for the infraction, this new bill will be as effective as Legis. Cooper's other well-intended but grossly unenforced law that banned the use of handheld cell phones while driving.
