Police won't be able to determine who carried out last week's murder-suicide on Staten Island until the city medical examiner releases toxicological reports, NYPD Commissioner Ray Kelly said Tuesday.

In a news briefing, Kelly said he wouldn't characterize the investigation as focusing more on Leisha Jones, 32, as the one responsible for killing her four children and setting the fire.

Jones was found dead with the children - three of whom had their throats cut - in an apartment in the Port Richmond section of the borough.

Initial police reports stated that Jones' 14 year-old son Raymond Romoy had killed his two sisters, set the fire and slit his own throat with a straight razor found under his body.

But additional uncovered evidence raised the possibility that Jones may have carried out the grisly crimes.

Autopsy results found smoke in Jones' lungs, an indication she was alive when the fire was started, while the results were inconclusive about her son, said a police official.

Both had undigested pills in their stomachs that are being analyzed.

However, Kelly said the investigation was still ongoing and that detectives had not made a final determination about who was responsible.

An FDNY spokesman said fire marshals were still investigating how the fire was set and spread.
