A judge is slated to hear arguments Thursday in a lawsuit that contends that the state Board of Elections exceeded its authority when it put a rosy spin on the language of a casino proposal to appear on the Election Day ballot.

In not-too-neutral language, the proposal asks voters to approve up to seven new casinos in New York "for the legislated purposes of promoting job growth, increasing aid to schools and permitting . . . lower property taxes."

Gov. Andrew M. Cuomo and state legislators strongly support the casino amendment. As part of its push to convince voters, the Cuomo administration said last week that gambling expansion could generate $430 million annually.
