Without fanfare, Gov. Andrew M. Cuomo has kicked off his "Energy Highway Summit" program.

He says the initiative will attack transmission bottlenecks upstate that have choked downstate power delivery and hiked energy costs.

A task force will open a proposal process next week, with hopes of writing an action plan later this year.

No one has voiced opposition to the idea of improving the energy grid. But the panel will have its hands full when it confronts such nettlesome matters as running new lines through communities, increasing the use of renewable energy and finding energy sources to replace the Indian Point nuclear plant in Westchester County.
